On improving the order of conducting introductory test tests in the baccalaureate of higher educational institutions of the republic
Resolution of the President of the Republic of Uzbekistan

Improvement of the teaching process in the higher educational institutions of the republic on the basis of modern requirements is one of the main issues of today. In this regard, it is important to ensure admission to higher educational institutions through fair, objective and transparent conduct of introductory test tests.

However, at present, there are a number of shortcomings with the admission to the baccalaureate of higher educational institutions through test tests. In particular, recently the rules and procedure for conducting test tests, the announcement of their results and the ongoing improvement work do not fully meet the requirements of today. This raises complaints about the process of conducting test tests with the interested public, especially among parents, from whom more than 4,000 appeals are received every year on this issue.

It should be noted that the tasks of the introductory test tests and the requirements for their conduct do not adequately meet the criteria for admitting talented young people to higher educational institutions. Often, young people who are not gifted in these areas pass through test tests instead of gifted young people in areas of education that require creative abilities in such areas as culture, art, design, visual and applied art, art history, music education, sports and physical education .

It is required to radically reconsider the issues related to the material and technical support for conducting test tests for admission to higher educational institutions of the republic.
Currently, the results of test tests are printed on 4 optical scanners, acquired back in 2000, and due to physical and moral depreciation of office equipment (printers and computers) intended for publication of test materials, the announcement of test results is delayed by almost 15-20 days, which does not meet the requirements of today.

In order to further improve the system of training personnel, ensure the economy and social sectors of the country with highly qualified specialists, improve the entrance test tests for admission to higher education institutions in the baccalaureate, organize them on the basis of the principles of fairness, objectivity and transparency:

1. To approve the proposals of the Ministry of Higher and Secondary Special Education, the Ministry of Public Education, the Ministry of Economy, the Ministry of Finance of the Republic of Uzbekistan, the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter - the State Testing Center) to improve the system of entrance test tests for admission to the baccalaureate of higher education educational institutions (hereinafter referred to as admission to a higher educational institution), providing for:

conducting introductory test tests for admission to higher educational institutions, starting from the 2018/2019 school year, from August 1 to August 15;

announcement of the results of the entrance test tests on the official website of the State Testing Center on the next day after their conduct;

the implementation of admission to the areas of education in the field of culture, art, design, visual and applied art, art history, music education, sports and physical education, requiring special talent from the entrants, according to the results of creative examinations, without entrance test tests.

2. The State Testing Center, the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city khokimiyats, as well as ministries and departments that have higher education institutions in charge, starting from 2018/2019 academic year, test tests for admission to higher educational institutions in stationary and additional prefabricated pavilions of the National Exhibition Complex "Uzexpomarkaz", as well as e in the buildings of the Olympic reserve colleges in the regional centers and other organizations with a large capacity, based on maximum openness and transparency of the testing process, as well as the creation of video surveillance by members of the public, including the applicants' parents, for the online test test process.

3. The Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent shall ensure:

equipping necessary buildings with furniture and pavilions for testing (tables, chairs, boards and other necessary means);

allocation for regional representatives of the State testing center for individual premises, fullness equipped with the necessary material and technical means; together with the Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan, complete equipping with the necessary material and technical means for video surveillance online for the test process in buildings with a large capacity. 4. To the Ministry of Finance of the Republic of Uzbekistan: in order to ensure timely preparation of test materials and prompt announcement of the results of test tests, to provide for the allocation, starting from 2018, of the State Budget of the Republic of Uzbekistan of the necessary funds for the acquisition of modern material and technical equipment and equipment for the State Testing Center; The Foundation for the development of activities of the State Testing Center under the State Testing Center at the expense of the off-budget funds of the State Testing Center and tuition fees on a contractual basis, including higher contract rates of higher educational institutions (up to 5 percent). Determine that the Fund's funds are used for the following purposes: strengthening the material and technical base of the State Testing Center; the improvement of professional skill of the employees of the State testing center in educational and scientific institutions of foreign countries; material stimulation of employees of the State testing center. 5. The State Testing Center together with the Ministry of Finance of the Republic of Uzbekistan within a month should develop the Regulations on the Development Fund of the State Testing Center under the State Testing Center of the Republic of Uzbekistan and ensure its state registration in the Ministry of Justice of the Republic of Uzbekistan. 6. The Ministry of Information Technologies and Communications Development of the Republic of Uzbekistan shall ensure the acquisition of means of personal identification, video recording equipment, metal detectors, prefabricated pavilions and monitors for carrying out test tests within the framework of the Safe City program implemented in the Republic, with subsequent transfer to a gratuitous use of the Ministry of Internal Affairs of the Republic of Uzbekistan as a state property, on the right of operational management. 7. The State Testing Center together with the Ministry of Higher and Secondary Special Education, the Ministry of Public Education and the Ministry of Justice of the Republic of Uzbekistan to make proposals to the Cabinet of Ministers of the Republic of Uzbekistan within one month on amendments and additions to the relevant legislative acts providing for further increase of the responsibility of participants in the process of testing and establishing their competence. 8. To the Cabinet of Ministers of the Republic of Uzbekistan proceeding from the tasks determined by this resolution, to adopt within one month a government decree on measures to improve the activities of the State Testing Center and to approve an updated structure with a maximum number of employees in the number of 150 staff units. 9. The State Testing Center, together with the interested ministries and departments, shall submit to the Cabinet of Ministers within a month's time proposals for changes and amendments to the legislation arising from this resolution. 10. The control over the implementation of this resolution is to be entrusted to the Prime Minister of the Republic of Uzbekistan A.N. Aripov, the State Adviser of the President of the Republic of Uzbekistan Yunushodzhaev A.N. and the Director of the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan M.M. Karimova.
